Lumber yard forklift access control: no key left in the truck, and no start without training.
An SM301 wired in place of the key keeps a forklift switched off until an operator enters a code or presents a card, then asks the daily check before the truck will start. It is $865.00CA$1,219.39 a truck, with no monthly fee.
What the guidelines ask for
29 CFR 1910.178A lumber yard runs its forklifts outside, with yard hands, drivers and, at a retail yard, customers on foot between the stacks. OSHA’s forklift guidelines ask the same of a yard as of any warehouse: who may drive, what happens when a truck is left, and the daily examination.
Trained before they drive
Except while being trained, nobody operates a forklift until they have completed the training OSHA’s guidelines require. In a yard, that includes the hand sent out to pull and count lumber.
The truck starts only for a code or card you have issued. Someone who has not been trained has neither, so the truck stays off.
Left unattended
A truck left unattended has its forks fully lowered, its controls in neutral, its power shut off and its brakes set. On an incline, the wheels are blocked.
There is no key to leave in the truck or drop in the yard. The stop button shuts it off, and only a code or card starts it again.
For a truck left running, add the SMTR100 Seat Timer ($155.00CA$218.50). It shuts the truck off a set time after the operator leaves the seat.
Unsafe trucks stay parked
Every truck is examined before it is placed in service, at least daily. A truck found defective or unsafe is taken out of service until it is repaired.
The SM301 asks the daily questions on its own screen. A failed answer can keep the truck locked until a supervisor releases it.
Read the guidelines themselves at osha.gov, 29 CFR 1910.178 , and the sawmill guidelines, which also cover yard vehicles at sawmills and planing mills, at 29 CFR 1910.265 . The paragraphs above are summarized from the guidelines as they read on 16 October 2026. Guidelines outside the United States differ.
What OSHA found in two lumber yards
OSHA news releasesBoth accidents were fatal. Here is what OSHA’s releases say happened and what it cited, and what an access control unit would and would not have changed.
An 18-year-old assigned to pull and count lumber was unsupervised and not certified to operate a forklift. After parking it he dropped the key, and while he looked for it the forklift rolled and struck him. Its parking brake had been replaced with a makeshift one that did not hold.
OSHA cited the company for failing to train him, for leaving keys inside unsecured forklifts, and for the parking brake, horn and back-up alarm. It proposed $218,759 in penalties.
With a Start-Manager unit there is no key to leave in a truck, and an untrained worker has no code to start one. The SM301’s daily check asks about the parking brake and the back-up alarm.
It would not have fixed the brake. The check only records what the operator finds.
A 45-year-old worker was struck and killed by a forklift as she walked across the company’s lumber shipping yard.
OSHA cited the company for letting employees walk where drivers could not see them, for not marking travel aisles for trucks, forklifts and people, for not requiring drivers to keep a clear view of their path, and for not removing damaged forklifts from service. It proposed $53,866 in penalties.
The SM301’s daily check, with a lockout on a failed answer, keeps a damaged truck out of service until a supervisor releases it.
Access control does not mark aisles, keep people out of a driver’s blind spot, or detect pedestrians.
Summarized from OSHA’s releases as they read on 16 October 2026. OSHA keeps both as archive documents, and a proposed penalty is not a final one.
A code or a card to start it. Twelve questions before it moves.
The SM301 is a keypad and card reader with its own screen. The forklift stays off until an operator it knows signs in, and at the start of a shift it asks the inspection questions before the truck will start. Each answer is kept in the web portal with the operator’s name.
If a question fails, the truck can stay locked until a supervisor releases it, or the failure can simply be recorded: you choose.

What to know before you buy
Mount it out of the weather
The unit resists weather, dust and vandals, but must not be exposed directly to rain, snow or direct sun. Every truck is different. One that works in extreme weather usually has an enclosed cab, and the unit goes inside it. Otherwise mount it where the truck itself shields it, and seal it with silicone as the installation guide shows for outdoor and dusty sites. Tell us the truck and we will say where it fits.
Tell us about the trucks
Send the make, the model and the battery or system voltage of each truck. The SM301 runs on 12 to 48 volts DC and is usually wired into the key switch harness, replacing the key. On engines that need glow plugs or a cold start, the unit can power the existing key switch instead.
Wi-Fi across the yard
The SM301 uses your own 2.4 GHz Wi-Fi to reach the web portal. It does not need a signal across the whole yard: it keeps every check until the truck is back in range, say at the shed or the office.
What it is not
The SM301 decides who can start the truck and records the daily check. It does not mark aisles, detect people, limit speed or repair a brake.
Questions about lumber yards
Does OSHA have separate guidelines for forklifts in lumber yards?
OSHA’s forklift guidelines, 29 CFR 1910.178, apply in a lumber yard as they do anywhere else. A yard that is part of a sawmill or planing mill also comes under OSHA’s sawmill guidelines, 29 CFR 1910.265. Its paragraph (c)(30) covers all mobile equipment used in storage, shipping and yard operations: audible warning signals, an overhead guard where there are overhead hazards, brakes that hold the truck and its load, and no loads over capacity. It says nothing about who may drive, so that comes from the forklift guidelines.
Can the unit go on a forklift that works outside all day?
Yes, mounted with care. It is weather, dust and vandal resistant and rated from -4°F to 113°F (-20°C to +45°C), but it must not be exposed directly to rain, snow or direct sun. A truck that works in extreme weather usually has an enclosed cab, and the unit goes inside it. Otherwise mount it where the truck shields it, and seal the housing, backing plate and bracket with silicone, as the installation guide shows for outdoor and dusty sites.
Our trucks work outside in all weather, or go between a winter yard and a heated shed. Does that matter?
It can. Going in and out of the cold builds condensation on the electronics, which can corrode the circuit board over time, and an outdoor truck that sees extreme weather can get the same. For those trucks the Cold Storage Package ($95.00CA$133.92 a unit) may be worth adding: a protective coating on the board that helps prevent the corrosion. It does not change the temperature rating.
What about a truck someone leaves running?
The operator shuts the truck off with the unit’s stop button. For an SM301, the SMTR100 Seat Timer ($155.00CA$218.50) shuts the unit off a set time after the operator leaves the seat, and with a correct installation the truck shuts off with it. It works from the truck’s seat switch, or a deadman switch on a stand-up truck, and needs a 12-volt signal from that switch.
Does it work on engine forklifts?
Yes. The SM301 works on electric and engine forklifts (LP, gas or diesel), and has a standard question set for each. Where an engine needs glow plugs or a cold start, the unit can be wired to power the truck’s existing key switch.
What about sideloaders, rough-terrain forklifts and telehandlers?
Yes, the SM301 fits those too. Send the make, the model and the system voltage of each, and we will confirm how the unit is fitted.
We have a lot of seasonal and part-time help. How many operators can a truck have?
The SM301 holds up to 1,000 codes and cards combined, and the web portal has no limit on operators. Codes are added and removed in the portal, for one truck or a group.
Can we find out who was on a truck after an accident?
Yes. The SM301’s last operator search shows who signed in to the truck, and every daily check is in the web portal with the operator’s name.
Who installs it?
Start-Manager does not install units. Your own maintenance department or a contractor does it, and we send installation documents after the order and give technical support for the installation.
Is there a monthly fee?
No. smPortal, smConsole and smHealth have no fees with the purchase of an SM301. SM301 report data is kept for 3 months; unlimited storage for the life of the unit is a one-time $125.00CA$176.21. The one thing with a monthly fee is smIntegration, the optional link to your own software, and sales quotes that.
